Leaving the scene of an accident is not an offence like any other as it demands that the person who causes the accident has to incriminate himself, which means report himself to the police. As such an act is already difficult to judge from a legal point of view, for an expert who has to examine if the accident could have been seen, heard or felt it is not always easy to judge either. Although Welther, Wolff . . . have made comprehensive analyses of this subject, it has to be kept in mind that these results are (more than) 20 years old now.
For this reason our office has re-examined the well-known perceptibility limits in order to determine them for actual light and minor collisions.
